Margo Thorning is senior vice president and chief economist
with the American Council for Capital Formation (ACCF) and director of research for its public policy think tank. Dr. Thorning also serves as the managing director of the International Council for Capital Formation, a new ACCF-affiliated think tank incorporated in Brussels.

An internationally recognized expert on tax, environmental and competitiveness issues, Dr. Thorning has testified before various U.S. congressional committees. The co-editor of numerous books on tax and environmental policy, she is frequently quoted in major publications and featured on international public affairs news programs. Previously, she served at the U.S. Department of Energy, the U.S. Department of Commerce and the Federal Trade Commission.

Dr. Thorning received a bachelor’s degree from Texas Christian University, a master’s degree in economics from the University of Texas and a doctorate in economics from the University of Georgia.
